Amendment #3 – Past President

This motion will be tabled at the 2016 Annual General Meeting of the BC Council of Garden Clubs to be held on March 12, 2016.

Motion to add the following to the Constitution of the BC Council of Garden Clubs Article 3

“The Immediate Past President shall be a member of the Executive Board with voice and vote for a period of two years following the election of a new President to provide continuity and context. Thereafter, the Immediate Past President shall no longer be a member of the Executive Board but may attend Board meeting with voice and with no vote.”

(on passing, this would become Article 3 – 1 a.


Currently the Immediate Past President is a member of the Board with voice and vote for the duration of the current President’s term. As such, the Immediate Past President has a duty to the Council as a Board member for up to a possible 4 years, this after having served 2 or 4 years as President. This limitation provides the Immediate Past President with a shorter period of service while still give them the opportunity to continue to participate without the obligation of being a Board Member.

    I believe this position should always maintain voting privileges as this position is expected to participate at all meetings and should maintain those same rights and privileges throughout the term. Further, all organizations are faced with this dilemma of time commitment – I believe that the position should be appointed should the past president need to resign prior to the end of the current President’s term of office. There is precedent for this type of thing in many other organizations. Typically former Presidents are asked to fill the position then former Board members until someone accepts for the balance of the term.
